The Office of Project Development provides multiple services to ensure South Dakota highways are well maintained for the traveling public’s use. Such services include the planning efforts involved with metropolitan planning organizations, highway/street classifications along with associated mapping (interactive maps), bicycle/pedestrian/scenic byways and highway safety issues; collecting, maintaining and analyzing pavement and roadway data for the state highway system; producing our Statewide Transportation Improvement Program (STIP); scheduling, monitoring & coordinating projects as they develop from their conception to the time they are ready for bid letting; preparing agreements with external entities including cities, counties, railroad companies, etc.; estimating, bid letting and awarding contracts; and obtaining environmental clearances for transportation projects including 4(f) assessments; wetland findings; archaeological (SHPO) approval; air, water & noise impacts and the public hearing/meeting process.
Multi-year project scheduling is accomplished by using tools provided by Primavera. All projects involving multiple work centers are scheduled, with a project letting date set for all projects in the approved 5 year STIP. The projects scheduled in the next 12 months are published at our bid letting web page.
As part of the office’s bid letting functions, a Stewardship Agreement with the Federal Highway Administration (FHWA) is in place that defines program policies and project development procedures which are used to administer the Federal-aid Highway Program in SDDOT.
