Problem Statement: The South Dakota Department of Transportation's Office of Research maintains a technical library of reports, series, and periodicals relating to transportation. Most of the approximately 13,000 titles residing in the library comprise research reports published by the U.S. Department of Transportation, the Federal Highway Administration and other modal administrations, state transportation departments, and branches of the Transportation Research Board (TRB). Reference titles and other publications constitute the remainder. Similar, though substantially smaller, collections reside in various offices throughout the Department.

At present, only the Office of Research's collection and another collection located in the Office of Bridge Design are cataloged each with its own cataloging scheme implemented in its own database. Because neither cataloging method is standard to library practice, their utility is limited. The cataloging does not adequately support location of publications by subject, nor does it address other media such as videotapes and compact disks. The database applications can only be accessed from individual computers, and they do not support other needed functions such as circulation control.

To better serve the Department's needs, it is necessary to consolidate the technical publications it holds into a single technical library that is cataloged according to standard methods. Department staff should be able to locate and request cataloged publications from personal computers at their own desks, not only at the central office, but statewide. Such functionality can be accomplished by making the technical library a branch of the South Dakota State Library.



Findings:

Research Objectives:
1  To make SDDOT’s technical library a branch of the South Dakota State Library.
2  To catalog, using standard cataloging methods such as the Library of Congress, the holdings of the SDDOT technical library.

Research Tasks:
1  Meet with the project’s technical panel to review project scope and work plan.
2  Review the contents of the SDDOT technical library and recommend a cataloging method.
3  Recommend publications to be culled from the SDDOT technical library prior to cataloging, based on sound library practice.
4  Catalog, using standard cataloging methods, the holdings of the SDDOT technical library, including all holdings from the Offices of Research and Bridge Design.
5  Install library management software necessary to make the SDDOT technical library a functioning branch of the South Dakota State Library.
6  Recommend operating procedures consistent with practices of the South Dakota State Library.
7  Prepare a final report and executive summary of the research methodology, findings, conclusions, and recommendations.
8  Prepare and present an executive presentation to the Department’s Research Review Board at the conclusion of the project.
