Problem Statement:



Findings: The consultant's research team accomplished the work defined by the project objectives developed by the Technical Panel. The consultant was very cooperative throughout the project work efforts and employed a professional demeanor throughout the course of the study. Consultant personnel were continually responsive to input provided by the Technical Panel, and ultimately provided the documentation, analysis results, and GIS planning methodology that the Department desired to have.

Research Objectives:
1  To assess the Department of Transportation’s current need for geographic information applications and current capabilities to develop and support such applications
2  To develop and validate a methodology for creating and regularly updating a Department-wide Geographic Information Systems plan that: assesses needs; identifies potential applications; defines a coordinated but flexible program of feasible and worthw
3  To generate a 2002 Geographic Information Systems Plan for the Department of Transportation, through actual application of the methodology that is established.

Research Tasks:
1  Meet with the project’s technical panel (the SDDOT GIS Steering Committee) to review project scope and work plan.
2  Review and summarize literature including the Department’s 2002 Strategic Plan, Information Systems Plan, information systems project plans, standards issued by the state’s Bureau of Information and Telecommunications, and relevant research studies p
3  Through interviews and facilitated workshops with managers and staff of the Department, as well as the statewide GIS steering group, assess the Department’s vision, currently perceived needs, and its current capabilities for creating and supporting a
4  Prepare a technical memorandum summarizing the findings of tasks 1-3.
5  Propose and present, for review and approval of the technical panel, a methodology including procedures and evaluation criteria for creating and regularly updating a GIS plan that would include both a well-coordinated program of applications to speci
6  Using the methodology approved by the technical panel, generate a draft 2002 Geographic Information Systems Plan for review of the technical panel.
7  Refine the methodology for creating and updating the GIS plan, based on the review of the technical panel and its perception of the draft 2002 GIS Plan and the applied methodology.
8  Using the refined methodology, regenerate the 2002 Geographic Information Systems Plan for approval of the technical panel.
9  Conduct a workshop to present and explain the 2002 Geographic Information Systems Plan to the Department’s executive management team.
10  Prepare a final report and executive summary of the literature review, research methodology, findings, conclusions, and recommendations.
11  Make an executive presentation to the SDDOT Research Review Board at the conclusion of the project.
