SDDOT / Legal Counsel
The Office of Legal Counsel represents the Department of Transportation in all state and
federal court and administrative proceedings in which the department is a party, provides
legal advice and assistance to all program offices, Region offices and Area offices within
the department, and assists in formulating, drafting, and monitoring legislation affecting
the department. In addition, the office is frequently called upon to provide advice and
assistance to other state agencies and local government officials on
transportation-related issues.
The Civil Rights Program is responsible for overseeing Civil Rights
issues for the DOT. Within that office, the Civil Rights Compliance Officer is
responsible for Equal Employment Opportunity,
the On-the-Job Training Program,
Title VI Compliance>,
TERO (Tribal Employment Rights) Special Provisions,
and ADA (Americans with Disabilities) Compliance.
The Labor Compliance Office, for each state transportation
construction project involving funds of $100,000 or more,
and those involving federal funds in excess of $2,000, assumes
responsibility for the enforcement of and compliance with the federal labor provisions.
