Transportation Commission

The nine members of the Transportation Commission meet monthly to discuss issues relating to the DOT, review & approve the 5-year Transportation Improvement Plan, award projects let to bid, and numerous other activities that govern the DOT. The nine members are appointed to four-year terms by the governor and each represents one of the four Regions of the state.

Don is a Watertown native and a 1980 graduate of Watertown High School. He attended the South Dakota School of Mines and Technology, graduating in 1984 with a Bachelor of Science in Computer Science and is currently a partner in R&R Investments, LLC. He and his wife Kelly have three children. Don is active in the community and serves on the board of various foundations and organizations.

Rodney was born in Mitchell, SD. He graduated from Letcher High School, Letcher, SD in 1956. He went on to obtain a Bachelor of Science Degree from South Dakota State University in 1960. Rodney is a banker, Chairman and CEO of Dacotah Banks, Inc., Aberdeen, SD. He and his wife, Glenna, have two grown sons, Robert and Daniel.

Ralph Marquardt Yankton, SD 605.665.1053

Ralph Marquardt and his wife, Lucille, began a trucking business in 1977 with two trucks and one employee. Today the Yankton business has more than 80 trucks and 100 employees. One notable moment in the company's history, in 1991, Marquardt Transportation was one of six companies to send equipment to Saudi Arabia. They sent 38 trucks and trailers to transport Abram tanks. Ralph's son, Doug, has recently taken over the company.

Ralph is also the owner of Barnes Hay of Gayville and three grain elevators in the Yankton area. Prior to the trucking business, Ralph was a school teacher and principal.

Marquardt was appointed to the South Dakota Department of Transportation in 2003 by Gov. Rounds and continues to serve the SDDOT after being appointed for two more terms by Gov. Daugaard.

Ronald Rosenboom

Ron and his wife, Bev, have lived in Sturgis for more than 30 years. He has his undergraduate teaching degree from Black Hills State and a Masters Degree from South Dakota State University. He is retired from his position of Executive Director of Black Hills Special Services Cooperative and now serves as the Executive Director of West River Foundation. He and Bev have two grown children. Ron is active in the Sturgis community and currently serves on the finance committee at Life Springs Wesleyan Church, the Sturgis Economic Development Corporation Board and the local transportation board.

Larry Thompson Mitchell, SD

Larry is the CEO of Vantage Point Solutions - a telecommunications and engineering firm in Mitchell. Larry and his wife Vicki live in Mitchell with their two daughters. Larry has a Bachelor of Arts in Physics from William Jewell College and a Masters in Electrical Engineering from the University of Kansas. He is a licensed professional engineer in South Dakota and 20 other states. He is on the Mitchell Area Development Board, the Mitchell Wesleyan Church Board and Mitchell Christian School board. Larry enjoys traveling with his family, camping, hunting, boating, and watching his daughter's volleyball and basketball games.

Kathy Zander serves as the Executive Director of the both the South Dakota Agri-Business Association and the South Dakota Grain & Feed Association with an office located in Pierre. She is a graduate of Pierre's T.F. Riggs High School and of South Dakota State University with a B.S. degree in Agronomy. Kathy is active in many agri-business related organizations.
