Construction Delayed at Exit 52
RAPID CITY, S.D. – The South Dakota Department of Transportation (DOT) continues to monitor settling of the Interstate 90 multi-plate structure (tunnel) over the DM&E Railroad line at Exit 52, near Black Hawk.
Because of wet weather the past couple of years, increased moisture in the foundation soils has caused settlement of the new structure.
Based on continued minor settlement this past spring, DOT officials want to be sure the settling is over before going ahead with completion of the Exit 52 construction project.
In the interest of public safety, the remaining work will be delayed until 2011.
Eastbound I-90 traffic will remain in the existing eastbound lanes through the coming winter. Work on the project will resume next spring, at which time the I-90 eastbound lanes and the rest of the Black Hawk Service Road will be completed.
DOT completed soil treatments under the structure footings last year to mitigate the soil conditions and stop the settling. However, long-term performance monitoring of the multi-plate will continue to be sure settlement of the structure has ended.
