The reconstruction of I-29 consists of replacing the existing four-lane divided interstate section with a six-lane divided interstate section plus auxiliary lanes between interchanges resulting in an eight-lane section between ramps. The section of I-29 scheduled for replacement during this project is from the Highway 38 (60th Street North) North on/off ramps to just south of the Russell Street interchange. The reconstruction of Russell/Maple Street will consist of removing the existing Maple Street from the intersection of Career Avenue to the west of I-29 to 500' west of the intersection of Maple Street and Westport Avenue on the east and the removal of the existing Russell Street from the intersection of Westport Avenue to the intersection of Maple Street. The new section of Russell/Maple Street will be a six-lane section with a 20' wide raised median. The Russell Street interchange will be a partial clover style using only two loop ramps similar to the interchange at I-29 and I-90. The westbound Russell Street to southbound I-29 traffic and the eastbound Russell Street to northbound I-29 traffic will take "loop" ramps to access I-29. The northbound and southbound I-29 traffic to Russell Street will exit to the right on longer and safer off-ramps. Construction at Benson Road consists of a new interchange with I-29. The interchange at Benson Road will be a "Single Point Urban Interchange". This type of interchange is similar to the existing interchange at East 10th Street and I-229 in Sioux Falls. Benson Road will be upgraded to a four-lane divided road for 600' east and west of the interchange and then will transition into the existing two-lane rural road. Work at Highway 38 consists of reconstruction of the southwest, southeast, and northeast ramps at the interchange. The southbound on-ramp (southwest ramp) will be widened and lengthened to accommodate dual left turning movements for the westbound Highway 38 to southbound I-29 traffic. The northbound off-ramp (southeast ramp) and northbound on-ramp (northeast ramp) will be reconstructed due to the lanes being added on I-29. In addition, as part of this project, the City of Sioux Falls and the State of South Dakota are working together on a pedestrian/sign bridge spanning I-29 between the Russell Street Interchange and the Madison Street Overpass. This bridge will accommodate pedestrian traffic to and from Southeast Technical Institute and the surrounding area and will also serve as a sign bridge for I-29.
