SDDOT / Compliance Office / Labor Compliance / Wage Rates
The most recent SDDOT Highway-Heavy Wage Rates schedule was approved by the Transportation Commission on August 23, 2007. These wage rates apply to SDDOT's highway-heavy construction or repair projects that are Federal-funded in the amount of $2,000 or more, and non-Federal funded SDDOT projects awarded with $100,000 or more of SD's State Highway funds. As indicated on the schedule, contractors must pay the highest rate for the job class; SDDOT rate or the USDOL rate by county.
A wage-rate survey was conducted; using US Department of Labor’s (USDOL) methodology, to establish the SDDOT Highway-Heavy rates based on wages currently paid in this area. The results of of the SDDOT's most recent wage survey indicate that the SDDOT State Wage Rates are higher in all classifications than the current USDOL Davis-Bacon rates. The SDDOT rates are statewide rates (apply to all counties in South Dakota). The USDOL updated South Dakota's Highway-Heavy Wage Decisions on June 30, 2006
The SDDOT 08-23-2007 wage decisions are effective on projects let after September 30, 2007.

Please note the following revision(s) were effective in the 08-22-2002 document from the previous wage rate schedule:
- Effective immediately if contractors are applying the value of their "bona fide" fringe benefits toward meeting SDDOT's minimum wage rates, the hourly cash credit value must be determined for each employee every week and the credit amount(s) must be provided on their Certified Payroll Report for each employee.
- A comprehensive example of calculating the hourly cash credit value of "bona fide" fringe benefits is provided on page two of of the Instructions for SDDOT Statement of Compliance & Certified Payroll Report.
- Please post both sides of the wage rate schedules on the project bulletin boards.
