SDDOT / Compliance Office / On-the-Job Training (OJT)
The On-the-Job Training Program Special Provision (Word
or Adobe PDF) is used to direct training opportunities to minority, female and other economically disadvantaged individuals. The purpose of the training is to develop marketable skills for the individuals and allow them to gain journey worker status in highway construction crafts.
The only approved Training Program that may be used on highway construction
projects in South Dakota is the A.G.C. Training Program. To receive a copy of the

OJT Program & Manual Update Process:
SDDOT in conjunction with FHWA and AGC are currently in the process of updating the OJT Manual and training programs. The training programs were last updated in 1997. A committee consisting of members from AGC, FHWA & SDDOT have begun the process of reviewing the training programs. It is the goal of the committee to create a training program that is easier to utilize and also increase the participation in the OJT Program. Also there is a need to update the program to reflect changes made in 2002. The SDDOT took over full administration of the OJT program at that time. Also there are programs that have become obsolete and new programs that should be reflected. Anyone who has suggestions or questions about the proposed changes or to recommend changes, please provide written comments to the committee by sending those to June Hansen.

Each year certain projects are designated to have Trainee slots. The OJT Special Provision is added to the contract for those designated projects.
Effective March 1, 2002 the SDDOT Civil Rights Program took over the administration of the A.G.C. OJT Program. All Trainees whether mandated by contract requirement or not are to be registered with the SDDOT. A separate A.G.C. registration and weekly status report forms are no longer necessary. All registrations and monthly status reports are to be sent into the SDDOT Civil Rights Program. A Trainee must be registered within a week of the start date. For every Trainee the contractor needs to complete a Monthly Trainee Status Report and submit that within thirty (30) days following the last pay period of the month.

Highway Career Enhancement Program
The Highway Construction Career Enhancement Program is a partnership between the
Associated General Contractors of South Dakota, Southeast Technical Institute,
the Federal Highway Administration, and the South Dakota Department of Transportation. The program has two main components: Educational tuition support with on-the-job training opportunities and Educational and Outreach Programs. The goal of the program is to increase awareness of career opportunities in highway construction and also increase the number of qualified applicants especially minorities and females for current highway construction project employment needs.
Highlights of the Program include:
- Assistance to students at Southeast Technical Institute in the heavy equipment and truck driving programs. With an effort to transition these students to work for contractors with federal-aid highway construction projects.
- Any federal-aid highway construction contractor that hires one of the graduates from these programs will be eligible for reimbursement at $3.00 per hour for every hour the Trainee works with the contractor until graduation or termination occurs.
- Assist the Associate General Contractors with media outreach for minority/female applicants for federal-aid construction projects.
- Participation in the Construction Awareness Week in September/October.
