SUPPLEMENTAL SPECIFICATION TO
STANDARD SPECIFICATIONS FOR ROADS AND BRIDGES

Section 734.3 – Page 423 – Add the following paragraph before the first paragraph:
The Contractor shall designate an employee as Erosion Control Supervisor whose responsibility is the construction and maintenance of erosion and sediment control. This person shall be available to be reached by phone 24 hours a day, 7 days a week, and must be able to respond to emergency situations at the job site within 12 hours. The person so designated must have training and be certified by the South Dakota Department of Transportation in the area of erosion and sediment control. The name, phone number, and location of the person shall be provided to the Department at the preconstruction meeting.
Erosion & Sediment Control and Storm Water Management Training Schedule

This training is available for anyone interested in erosion and sediment control (ESC) and storm water management (SWM) requirements for SDDOT construction projects. The class covers ESC processes, best management practices (BMPs), regulatory & inspection requirements, and Storm Water Pollution Prevention Plans (SWPPPs).

Successful completion of this training will result in SDDOT Certification in Erosion & Sediment Control and Storm Water Management. Beginning with the 2008 construction season, successful bidders of SDDOT construction contracts are required to have certified personnel responsible for the on-site erosion, sediment, and storm water controls available at all times.

Registrations will be taken on a first come/first served basis. Please register in accordance with your agency registration procedures via e-mail to BOP Training Registration or by calling 773-3461. Include your name, employee ID number, telephone number and the name, date and location of the training. Contractors will need to include their billing address also.

SDDOT Erosion & Sediment Control / Storm Water Management
Training & Certification Program

Personnel designated to perform inspections and oversee construction and maintenance activities must successfully complete the SDDOT Erosion & Sediment Control and Storm Water Management (ESC/SWM) training program and maintain the certification.

Requirements:
  • Minimum of one person trained and certified by SDDOT in the area of ESC/SWM for work within SDDOT Right-of-Way.
  • Certified personnel shall be designated on SDDOT contracts, agreements, permits and storm water pollution prevention plans (SWPPPs).
  • Certified project personnel shall be accessible by telephone 24 hours, 7 days a week for duration of project.
  • Certified personnel shall be physically available to the job site within 12 hours of an event.
Currency:
  • Individuals shall successfully re-certify every 4 years.
  • Individuals shall attend training every 8 years or less.
Refresher training:
  • SDDOT ESC/SWM Refresher Training classes – Proctored exams.
  • Proctored retesting is available by appointment.
Fees:
  • Training Fee - $150 .00 per person
  • Re-certification Fee - $150.00per person
Reciprocity allowed for:
  • Certified Professional in Erosion and Sediment Control (CPESC)
  • Certified Professional in Storm Water Quality (CPSWQ)
  • Certified Erosion, Sediment and Storm Water Inspector (CESSWI)
