Custer County Master Transportation Plan Study

Reason for Study:

The Rapid City metropolitan area borders the north of Custer County. As such, there has been considerable rural residential development within Custer County over the past twenty years. As the County continues to grow, the economy becomes more diversified. Traffic levels and patterns are anticipated to change over time. Therefore, the SDDOT and Custer County have recognized a need to establish baseline conditions, to categorize and prioritize roadways, and determine future transportation improvements for the County. To address existing and projected needs in Custer County, the South Dakota Department of Transportation (SDDOT) in conjunction with Custer County is developing a County Master Transportation Plan (MTP).

The MTP will address a full range of transportation options and issues and translate community needs and desires into a long-range, multi-modal plan that will provide a blueprint to address the future transportation needs of Custer County. The Custer County MTP will be a long range (20 year) plan that addresses current and projected needs for county highway and bridge infrastructure within Custer County.

Study Limits:

The study will examine all the areas of Custer County outside of the Custer city limits, with focus on the County Highway System, and County maintained Forest Service Roads.

Public Involvement

The South Dakota Department of Transportation (SDDOT) has a long history of public involvement in the development of transportation plans and projects. The 2005 passage of the Safe, Accountable, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) requires a public involvement process. In accordance with the Department's public involvement plan document, the Custer County Master Transportation Plan Study strives to keep the public involved with the study as much as possible.

Online Survey

A transportation survey was conducted to help gather thoughts on the current transportation system, identify future needs, and indicate priorities for future improvements and maintenance.

Public Meetings

Public meetings for the study will occasionally be scheduled to collect public input, provide information and answer questions. These public meetings will be held in Custer and Hermosa.

Stakeholder Group Meetings

Municipalities and certain business types often have aspects that can have unique impacts to a county's transportation system that can be more thoroughly discussed outside of the public meeting format. Stakeholder groups consisting of representatives from the municipalities, large employers, and active trade and transportation oriented organizations within Custer County will be contacted and communicated with throughout the study period.
