Location: 6th Street (US 14) from 8th Street North to just east of Main Avenue in Brookings

What is being built?
6th Street is being reconstructed from 8th Street North through Main Avenue to provide new surfacing of this section of roadway, improve intersection configuration at Western Avenue and allow for utility upgrades to the water, sanitary sewer and storm sewer. In conjunction with this reconstruction, the 4 bridges located on the diagonal will be resurfaced and new approach pavement will be installed.
The planned improvements are:
- New concrete surfacing - 8.5" PCCP, curb & gutter, storm sewer, sidewalk, traffic signals and roadway lighting
- The roadway section will consist of 3 - 11' lanes and 2 - 14' lanes of which the outside 3' is to accommodate bicycle traffic
- A 5' to 10' boulevard and 5' sidewalk will be maintained
- A concurrent Utility Project with the City of Brookings will replace current water and sanitary sewer lines within the project limits
- The total cost of the project is $9.0 million of which $7.32 million is the State Project and $1.68 million is the City Project
Three phases of construction have been established for this project. Through traffic will be routed onto the US 14 Bypass for the duration of the project. Local traffic detour routes have been established for each phase as shown below.
The Contractor will be installing Business Signs along local detour routes to help direct the local traffic to access points for the affected businesses. No Parking Signs will also be installed on these routes and be in effect for the duration of the detours use.
In order to help expedite the project the DOT has incorporated Special Time Provisions in the contract. The Contractor will have 30 calendar days for the completion and reopening of the intersection of Western Ave. during phase 1 and 21 calendar days for the completion and reopening of the intersection of Main Avenue during phase 3. There is a $1000 penalty for each day in excess of these amounts. Block Closure Day Rental is included for Phase 1-3, which will provide an incentive to the Contractor for early completion and vice versa a disincentive for failure to complete on time. The contractor has bid 400 block closure days. $1500 for each block closure day is allotted. The maximum possible incentive allowed is $180,000 with no cap on any disincentive. The overall completion date is October 11, 2013.

Work in Progress:
10/3/13: The roadway between Main Avenue and 3rd Avenue was opened and the detour for local traffic was removed in its entirety on 10/2/13. The Contractor will be working on miscellaneous punch list items throughout next week. Lane closures at the structures will remain inplace until later next week while berm repairs, guardrail and embankment restoration work is completed at these locations.
Weekly meetings will no longer be conducted as the roadway is open with only miscellaneous items of work remaining.
